How a Strategic Narrative Reshaped Iran, Iraq, and the KRG<\/b><\/strong>. <\/b><\/strong>By Raghu Kondori, <\/b><\/strong>in The Times of Israe
\n<\/h2>\n

In geopolitics, what governments believe happened often matters more than what actually did. Claims of a U.S. plan to arm Iranian opposition groups through Iraqi Kurdistan have circulated \u2014 but the evidence is missing. No public documents, no verified weapons transfers, no identified recipients. Both Kurdish authorities in Erbil and Iranian Kurdish organizations have denied any such deal. Yet the story still landed. Why? Because in modern strategy, perception itself is a weapon. You don\u2019t always need to deliver arms to change your rivals\u2019 behavior\u2014 sometimes the possibility is enough. For Tehran, the mere suggestion that Iraqi Kurdistan could become a launchpad for anti-regime forces triggered immediate security alarms. Iran has long viewed its Kurdish border regions as vulnerable. The narrative alone was enough to deepen distrust toward Erbil and raise the cost of any future cooperation.This plays directly into Baghdad\u2019s hands. For years, Iraq\u2019s central government has tried to reassert control over the Kurdistan Regional Government \u2014 especially on oil, security, and foreign ties. By framing the KRG as a potential threat to Iranian (and thus Iraqi) security, the story gives Baghdad stronger leverage to push for greater integration and reduced Kurdish autonomy. The irony is clear: a narrative seemingly aimed at pressuring Iran may have strengthened Baghdad\u2019s position against Erbil. The stakes go beyond Iraq. For Israel and others seeking to disrupt Iran\u2019s regional network, anything that complicates Tehran\u2019s influence \u2014 whether through proxies, economics, or politics \u2014 has strategic value. Iraqi Kurdistan sits at the crossroads of these tensions: Iranian paranoia, Kurdish ambitions, and Iraqi sovereignty. The deeper lesson is simple. In today\u2019s contests, information and ambiguity have become primary instruments of power. Armies and territory still matter, but the ability to shape perceptions, sow suspicion, and force reactive decisions can deliver equal or greater results. No guns. No deal. No proof.<\/p>\n

For Iran, the message was that its regional position could become more vulnerable. For Baghdad, it created an opportunity to strengthen federal authority. For Iraqi Kurdistan, it produced a more difficult strategic environment.<\/p>\n

Yet the narrative still shifted the balance \u2014 because sometimes the most effective weapon is the one everyone believes might exist.<\/p>\n
