Organic Project: Shah Homeland Freedom

The Shahvand Think Tank presents the “Shah–Homeland–Freedom” Project as a continuation of the “Iran Prosperity Project” and as an emergency roadmap. If this proposal is accepted by His Majesty Reza Shah II — the leader of the opposition and the devoted father of the Iranian nation — the plan will be developed further in cooperation with the managers and activists of the Iran Prosperity Project and with all Iranian patriots. Otherwise, the Shahvand Think Tank considers itself duty-bound to support and follow the projects of Crown Prince Reza Pahlavi.
This project is not merely an abstract idea, but a strategic and precise roadmap, rooted in the rebirth of Iran through its proud historical legacy. Realizing this vision will mark the beginning of a national renaissance and the flourishing of Iran.
This strategic slogan was introduced at the end of 2581 Imperial Year (2023 CE), a time when transition away from the oppressive structure of the Islamic Republic had become an unavoidable necessity. Iran’s millennia-old royal heritage should not remain only as a historical symbol, but must transform into a governing and unifying institution founded on modern secular democracy, inspiring a new national purpose. Such a structure can restore national pride, strengthen a shared sense of purpose, and guarantee the individual rights of all citizens, enabling every Iranian to thrive.
During the Pahlavi era, the culture of patriotism was embodied in the slogan “God, Shah, Homeland.” After the fall of the Islamic Republic and during the transitional period, if monarchy is chosen through referendum, this slogan will evolve into “Shah, Homeland, Freedom” with an emphasis on secularism.
Failing to present the genuine demands of the Iranian people in an acceptable framework damages the revolutionary process and allows opportunities for the regime to reinvent itself. Unfortunately, many existing political groups are unaware of the crucial relationship between “form and content,” and only a few professional analysts are able to offer effective strategies. Under such conditions, the vague concept of a “transitional government” alone cannot provide the necessary driving force to overthrow the Islamic Republic and bring about fundamental change.
The Need for a Provisional Monarchical Government
The immediate and decisive formation of a Provisional Monarchical Government, based on the principles of the Constitutional Law, is essential. This step would provide a practical and decisive way to overcome the current crisis, facilitate the overthrow of the Islamic Republic, and establish a clear roadmap to move beyond national chaos.
This transformation is only possible through a scientific, structured, and practice-based program. The Provisional Government would take on the heavy executive responsibilities of the transitional period, freeing the King from administrative duties and allowing him to focus on his sacred unifying role as the symbol of national continuity and resistance.
Only the Iranian people themselves have the power to rescue the nation from this crisis — and that salvation must emerge from a legitimate, deep-rooted, and unifying institution: the Constitutional Monarchy.
Shahvand Think Tank Proposal: Provisional Monarchical Government in Exile
Primary Goal:
Overthrow of the Islamic Republic and preservation of national unity afterwards.
Operational Proposal:
Formation of a Provisional Monarchical Government in Exile, under the leadership of Crown Prince Reza Pahlavi.
Key Features of this Model:
Possesses historical and cultural legitimacy
Centers on national and identity-based cohesion
Ensures internal and border security
Provides the foundation for a legitimate and free referendum
This project is legitimate from political, historical, legal, and practical perspectives and addresses two key issues:
The method of transition from the Islamic Republic — evaluating strategies of overthrow or collapse.
The “Interregnum” from political, historical, and legal perspectives, and the necessity of a legitimate response to it.
Key Concept: The “Interregnum”
“Interregnum” refers to the period following the collapse of a regime, when instability and a power vacuum emerge and persist until a new order is established. This is a test of legitimacy and effectiveness for political forces, since in times of crisis, society entrusts its fate to the force that can provide security, basic services, and a clear direction for the future.
Legal Structure and Legitimacy
Prince Reza Pahlavi holds two positions:
Legal Status: Iran’s legal monarch
Individual Role: Leader of the national opposition
He can appoint a Prime Minister to form a cabinet for a provisional government. The provisional nature of this government would itself lay the groundwork for a referendum.
Structure and Legitimacy of the Provisional Government and Senate in Exile
To prevent a power vacuum during the interregnum, the “Shah–Homeland–Freedom” Project proposes the creation of a Senate in Exile.
According to the Constitutional Law, the Prime Minister is appointed by the Shah. The provisional nature of this government also provides the conditions for holding a referendum.
To ensure legitimacy and authority, the Senate could be formed with half its members elected and the other half appointed by the King. Given the context of exile and the impossibility of elections inside Iran, the appointed senators would temporarily carry out the functions of the Senate, eliminating the political, security, and legal power vacuum. The Senate could also, with the assistance of legal experts, oversee the dissolution of the Islamic Republic’s Constitution and enact temporary revisions of civil and criminal codes.
Political and Legal Role of the Senate in Exile
Appointed senators could also play a constructive role in provincial organization, managing the transitional period, and governing post-Islamic Republic Iran. They may serve as temporary governors, overseeing the interregnum and ensuring transparent referendums and elections for the Constituent Assembly.
Political victory cannot be achieved solely through historical legitimacy and slogans — it requires theoretical and practical philosophy, innovative strategy, and structural and organizational readiness.
We must not lose the chance, at this historical turning point, to return to Iran’s 2,500-year-old identity.
Breaking the Deadlock
A Roadmap for the Interim Period in Iran:
The sensitive situation in Iran highlights the importance of having a clear and agreed-upon structure for the transitional period after the Islamic Republic. The proposed model involves forming a temporary government and a temporary Senate in exile to break the political deadlock and prevent chaos. These institutions, tasked with facilitating the transition to a democratic system, will temporarily approve key principles such as popular sovereignty and secularism.
Ultimately, a referendum will be held to determine the system (Pahlavi monarchy or republic), followed by the election of a Constituent Assembly to draft a new constitution. This plan ensures that fundamental changes are made according to the direct will of the Iranian people, and the temporary institutions will be dissolved thereafter.
Victory over tyranny requires a precise and organized plan to build a bright and democratic future.
The Shahvand Think Tank, by clarifying the roadmap, has left the choice to the people of Iran and to the Crown Prince.
